MEET THE BOARD

A respected attorney and community leader, William "Bill" Fillmore has played a pivotal role in advancing the mission of the Statue of Responsibility Foundation. As the Foundation’s General Counsel and a Board Member, Fillmore has provided essential legal expertise, strategic guidance, and historical insight into the project’s evolution since its beginning.

 

A magna cum laude graduate of Brigham Young University and a Juris Doctorate recipient from the University of Chicago Law School, Fillmore built an esteemed legal career, founding Fillmore Spencer LLC, Utah County’s largest local law firm, 20 years ago after his service as Associate General Counsel at Brigham Young University. Throughout his career, he has been deeply involved in civic and educational initiatives, serving on numerous boards, councils and advisory committees along the Wasatch Front.

 

Fillmore’s connection to the Statue of Responsibility project is deeply personal. Having served a church mission in Austria in his youth, he recognized the profound importance of securing formal approval for the project from Viktor Frankl’s widow, Dr. Eleonore “Elly” Frankl. In a decisive moment for the project, Fillmore served as guide and counsel for Gary Lee Price and a small team on a trip to Vienna, where they met with Dr. Frankl’s family. Elly Frankl’s warm reception and endorsement of the design provided the project with an invaluable seal of approval, reinforcing its authenticity and alignment with Viktor Frankl’s vision.

 

Today, Fillmore continues to champion the Statue of Responsibility, ensuring its legal and organizational foundation remains strong. His commitment to responsibility as a guiding principle—both in law and in life—aligns perfectly with the monument’s message, making him an indispensable force in bringing the vision to reality.
